The Quest for a “Pure” Science

Their project did not arise in a vacuum. It was forged in the chaotic aftermath of the collapsed Austro-Hungarian Empire, a city described by the satirist Karl Kraus as a “laboratory of world destruction.” Amid hyperinflation and intense political strife, the Circle saw their task as a vital defense of reason against the tide of irrationalism.
Convening around Moritz Schlick, the members included thinkers like Rudolf Carnap, Otto Neurath, and Hans Hahn. They inherited a legacy of radical empiricism from figures such as Ernst Mach and David Hume. The Circle sought to extend this anti-metaphysical crusade to all fields of inquiry. Their 1929 manifesto, A Scientific Worldview: The Vienna Circle, was not merely an academic treatise. It was a cultural mission to champion a scientific worldview (wissenschaftliche Weltauffassung) as an antidote to the grand, unfalsifiable claims of German Idealism and the rising ideologies that justified socially divisive policies based on arbitrary distinctions with baseless appeals to “Nation” and “Nature”.
Their vision, known as logical positivism or the “Received View,” was predicated upon two foundational tenets:
- Logicism: The conviction that all scientific language, including the entire edifice of mathematics, could be rigorously reformulated as an extension of formal logic.
- Positivism: The strict insistence that all substantive knowledge about the world must ultimately be reducible to and justified by empirical, sensory experience.
From this potent synthesis, they aimed to establish a definitive and ruthless demarcation between science and pseudo-science. Their method was a stringent epistemological filter, countenancing only two classes of cognitively significant statements:
- Analytic propositions, which are statements true by virtue of their logical form or definitions (e.g., “All bachelors are unmarried men,” or the mathematical tautology “\(1+1=2\)”).
- Synthetic a posteriori propositions, which are statements verifiable or falsifiable through empirical observation (e.g., “The coffee I am drinking is light brown”).
This binary classification was a direct assault on a third category proposed by the philosopher Immanuel Kant: synthetic a priori propositions. Kant believed that certain statements, like the laws of Euclidean geometry or Newtonian mechanics, were both about the world (synthetic) and universally true independent of experience (a priori). However, the development of non-Euclidean geometries and, crucially, the confirmation of Einstein’s general relativity, which assumes a non-Euclidean, curved physical space, shattered this view. For the positivists, these scientific revolutions proved that no statement about the world could be immune to empirical investigation. Thus, any claim that was not a definition had to be tested, leaving no room for Kant’s third way.
This raises a crucial question for the social sciences: How did the logical positivists’ rejection of synthetic a priori knowledge influence the way economists approached the foundational axioms of their theories, such as rationality?
The impact was profound. By demolishing the category of synthetic a priori truths, positivists forced economists to justify their core assumptions in a new light. An axiom like “agents are rational” could no longer be asserted as a self-evident, universal truth about human nature. It had to be reclassified. One path was to treat it as a purely analytic statement, a definition within a closed, formal system where “rationality” is simply what the axioms define it to be. This approach, which later blossomed into formalism, secured logical rigor at the cost of severing the axiom’s direct connection to the real world. The alternative was to treat the axiom as a synthetic claim, an empirical hypothesis about human behavior. This demanded that a concept like “utility” be purged of its metaphysical baggage and be given a concrete, observable definition, a challenge that led directly to the development of operational concepts like Paul Samuelson’s “revealed preference.” This schism, axioms as formal definitions versus axioms as empirical claims, would come to define a central and enduring tension in the methodology of modern economics.
The Verifiability Principle
At the heart of the logical positivist enterprise lay the verifiability principle, their ultimate criterion of meaning:
A non-analytic statement is meaningful if and only if it is, at least in principle, empirically verifiable.
To secure the link between abstract theory and concrete experience, every theoretical term had to be operationalized, unambiguously defined by observable, quantifiable procedures via correspondence rules. This is precisely the challenge faced in economics. To measure a concept like “unemployment,” it is not enough to define it as “people without jobs.” It must be operationalized through specific, observable criteria: for instance, defining “actively looking for work” as a list of concrete actions, such as contacting an employer or sending out resumes within the last four weeks.
This commitment led to a form of empiricism known as operationalism, championed by physicist Percy Bridgman. He argued that a concept is nothing more than the set of operations used to measure it. In this view, “time” measured by a sundial is a fundamentally different concept from “time” measured by a watch.
While this rigorous standard aimed for clarity, it faced a devastating internal critique: the verifiability principle fails its own test. The principle itself is neither an analytic truth (true by definition) nor an empirically verifiable claim. By its own standards, therefore, the central tenet of logical positivism is meaningless, a paradox from which the movement never fully recovered.
The Ideal of Scientific Explanation: The D-N Model
As the exemplar of scientific explanation, the positivists lionized Carl Hempel’s Deductive-Nomological (DN) Model, also known as the “covering law” model. This model posits that to explain an event is to show how it is an instance of, or is “covered” by, a universal law of nature. The phenomenon to be explained (the explanandum) is shown to be a logically necessary consequence of the explanans. The explanans comprises:
- Laws: At least one universal generalization (e.g., all monopoly firms raise price when marginal cost increases).
- True statements of initial conditions: Specific, factual circumstances (e.g., x is a monopoly firm and marginal cost has increased).
From this, one can deduce the Explanandum (firm x raised its price). A key entailment of this model is the symmetry thesis: explanation and prediction are structurally identical, differing only in their temporal orientation.
However, the DN model suffers from a critical flaw: it requires only logical deduction, not causal relevance. Consider the argument: (1) Nobody who takes birth control pills as directed gets pregnant; (2) George takes birth control pills as directed; (3) Therefore, George does not get pregnant. While this is a valid deduction, no one would accept it as a scientific explanation for why George remains not pregnant. The model fails to distinguish between a genuine causal law and an accidental, irrelevant generalization.
If the Deductive-Nomological model is so flawed, especially regarding causal relevance, what alternative models of explanation might be better suited for a social science like economics?
The model’s shortcomings highlight the need for alternatives better equipped to handle the complexity of social systems. In economics, rather than seeking to subsume events under universal laws, explanation often takes other forms. One powerful alternative is mechanistic explanation, which seeks to explain a phenomenon by detailing the underlying causal processes, the interacting parts (like agents, firms, and institutions), and how they fit together to produce the outcome. This approach is common in fields like agent-based modeling and institutional economics. Another is narrative explanation, frequently used in economic history, which explains an event by constructing a coherent and causally rich story that connects initial conditions to a final outcome. These approaches may sacrifice the formal elegance of the DN model, but they gain a much deeper appreciation for context, contingency, and causality, which are crucial for understanding the social world.
Cracks in the Foundation
Despite its formal elegance, the logical positivist program was beset by profound and ultimately insurmountable challenges.
The Problem of Induction (Hume): No finite series of observations can ever conclusively verify a universal law. The discovery of black swans in Australia decisively refuted the long-held “law” that all swans are white. This ancient philosophical problem was devastating for the positivists because it severed the logical link between their empirical evidence and the universal laws their model of explanation required. In response, two alternative views emerged within the program:
- Instrumentalism: The view that laws are not true or false depictions of reality, but merely useful instruments for explaining and predicting phenomena.
- Confirmationism: The idea that evidence does not prove a law but can increase its “degree of confirmation” or probability of being true.
The Limits of Operationalization: Many of science’s most foundational concepts resisted definition independent of their theoretical framework. Newton’s concept of “force” in the law \(F=ma\), for example, has no independent operational definition; it is defined by the law itself, creating a problematic circularity. This issue is endemic in economics, where concepts like “rational expectations” are notoriously difficult to operationalize outside the models that use them.
The Reality of Scientific Practice: The positivists’ clean distinction between the “context of discovery” (how an idea arises) and the “context of justification” (the evidence for it) bore little resemblance to actual science. The case of Isaac Newton is a stunning refutation. As the economist John Maynard Keynes discovered after studying Newton’s private papers, over half of his unpublished writings were dedicated to alchemy. Keynes concluded that Newton “was not the first of the age of reason. He was the last of the magicians, the last of the Babylonians and Sumerians”. The concept of “action at a distance” that so troubled Newton in his theory of gravity underscores that the line between science and “pseudo-science” can cut straight through its greatest triumphs.
Considering Keynes’s revelation about Newton’s alchemical studies, how should we evaluate the role of a scientist’s “metaphysical” beliefs in the development of what is later considered rigorous science?
This case forces a re-evaluation of the scientific process. The positivists’ strict separation of discovery and justification appears overly simplistic and historically inaccurate. Newton’s example suggests that metaphysical, and even mystical, belief systems can act as powerful heuristics or conceptual scaffolds in the creative process of scientific discovery. The idea of a non-local force like gravity might have been more conceivable to a mind steeped in hermetic traditions than to a strict mechanist. The goal of a scientific methodology, then, should not be to purge the creative process of such influences, but rather to ensure that the final theoretical product, whatever its origin, is subjected to mercilessly rigorous logical and empirical scrutiny during the “context of justification.” This perspective acknowledges the messy, human, and often non-rational reality of scientific progress without abandoning the ultimate demand for objective justification.
From Laws to Models: The Impact on Economics
The intellectual diaspora resulting from the rise of Nazism in Europe brought many Vienna Circle members to the United States and Britain, profoundly shaping the methodology of mid-century economics. The positivist emphasis on rigor and empiricism resonated with the discipline’s own drive toward formalization. This influence is especially clear in several key developments:
The Rise of Econometrics: The program of the Cowles Commission was a direct attempt to build a science of economics on positivist principles by constructing large-scale, theory-driven models and testing them against data.
The Axiomatic Method: Influenced by mathematicians like David Hilbert, economists began to restructure theories as formal deductive systems. The landmark example is John von Neumann and Oskar Morgenstern’s Theory of Games and Economic Behavior (1944), which founded game theory on a set of rigorous axioms. This approach reached its zenith in the formalist program, exemplified by Gérard Debreu’s Theory of Value (1959). Debreu insisted that a theory, in the strict sense, should be “logically entirely disconnected from its interpretations,” a pure play of symbols.
Formalism and its Critics: This formalist approach produced powerful results like the First Fundamental Theorem of Welfare Economics (so named by Kenneth Arrow), which proves that a perfectly competitive economy achieves a Pareto-optimal allocation of resources. However, critics argued this created “blackboard economics,” propositions that are logically valid but unimplementable in the real world because their assumptions (like perfect competition) are profoundly unrealistic. To be swayed by the theorem’s elegance while ignoring its empirical disconnect is, in this view, to succumb to formalism.
The Friedmanian Alternative: This brings us to Milton Friedman’s influential methodology.
In what ways did his approach both embrace and deviate from the core principles of the original Vienna Circle?
Friedman’s 1953 essay presented a pragmatic, instrumentalist alternative that had a complex relationship with positivism. He embraced the core positivist goal of creating an objective, predictive science, free from normative judgments. His famous distinction between “positive economics” (what is) and “normative economics” (what ought to be) is a direct echo of the positivist desire to purge science of untestable value claims. Furthermore, his ultimate criterion for a good theory, its predictive power, aligns perfectly with the instrumentalist branch of positivism that emerged in response to the problem of induction.
However, he radically deviated from the early positivists’ insistence on the direct empirical verifiability of all components of a theory, especially its assumptions. For an early positivist, a theory built on “unrealistic” assumptions would be deemed meaningless or unscientific. For Friedman, the realism of assumptions was irrelevant. All that mattered was whether the theory yielded “sufficiently accurate predictions.” This was a major departure that prioritized pragmatic success over the strict epistemological purity that the Vienna Circle had originally sought.
Legacy and Unresolved Questions
The tragic dissolution of the Vienna Circle, marked by the assassination of Moritz Schlick by a former student and the subsequent flight of its members, belies the profound influence of their project. Although their strict criteria proved untenable, the logical positivists set the agenda for the philosophy of science for half a century. Their insistence on clarity, logical precision, and empirical accountability became a permanent fixture of the scientific and economic ethos.
However, the ultimate failure of their singular demarcation criterion left a vacuum.
Given that the verifiability principle failed to meet its own standard, is it possible to establish any universal demarcation criterion between science and non-science, or must the boundary always be context-dependent and provisional?
The collapse of the verifiability principle suggested that a single, simple, timeless litmus test for science is likely a philosophical illusion. Later philosophers, most notably Karl Popper with his criterion of falsifiability, would propose powerful alternatives. Yet even these have been challenged by subsequent thinkers like Thomas Kuhn and Imre Lakatos, who pointed to the complex social and historical nature of scientific change. The modern view has largely moved away from the search for a single, sharp demarcation line. Instead, it leans towards a more nuanced, multi-faceted approach where a discipline’s scientific status may depend on a cluster of virtues: empirical testability, predictive power, internal consistency, progress over time, and coherence with other established theories. The quest for a single, decisive criterion has largely been abandoned, but the question of how to distinguish reliable knowledge from pseudoscience remains a central, and perhaps permanently unresolved, challenge for philosophy. The unresolved tensions of the positivist program did not end the quest for a scientific methodology; they ensured it would continue with greater sophistication and humility.
